Charmander is in Cinnabar Mansion (lategame) and Squirtle is in Vermillion(earlygame), so if I were to put it anywhere, it'd probably be somewhere in the middle, Route 15 seems like a decent place for it to be placed, with the same rarity as Squirtle and Charmander, of course.

 

Oddish and Bellsprout also appear in this area, both pokemon of the same type as Bulbasaur, so it stays in theme reasonably well too.

I wouldn't mind Bulbasaur being in the Safari ZOne if the price wasn't so high. If the developers lowered it to say 1,000 or even 2,000 per 20 minute visit then it might be more bearable. But I do agree that Bulbasaur should have the same chances as Charmander and Squirtle.

meh 5k isnt that much but.. bulbasaur do need a new spot .If you look at johto starters they're all in safari so theres no complains about them, btu char and squ is free for kanto and bulba isnt. If you get lucky u can get one from oak as the boss or.. buy a crappy one best answer for now until they change it.
