Sets are tied to the ID of the pokemon and as you may know the ID changes when switching servers. The set master will only recognize the set of the pokemon on the server it was created from. You might just be at the stage where you need to find the kids to find barry. If it helps here is the sinnoh walkthrough so you can continue the story.
