It looks like you might have already used Nikola in the past to restore a regirock, perhaps you disconnected or fainted it in a previous battle. Nikola's purpose is to only help with those cases and not give a free reroll so since you used it in the past you cannot use it again. I have restored your regirock that was first caught.
