You last used your free server transfer on the 23rd of April, therefore, your next free server transfer will be available today, the 23rd of May. 
It may not have been available at first due to the time it was used in not coinciding with when you tried to transfer again. 
 

Consider writing down the date and time of your server transfers to know when the next one will be available.
