Kind of. There is a lot of luck involved so sometimes it can be a dozen or 2 dozen times.

Yup, perfect ivs are possible. Just very very unlikely, since 0 ivs isnt possible here the chance is 1/31^6, so you are probably more likely to win the jackpot in a lottery.

31 in 2 or 3 statss

31 iv is overrated id prefer 31 on the att or spatt depending on pokemon and 25+ on others (expet the one i rejected before)

 

Also speed is a relative stat, either u want max or none depending on the pokemon with few exeptions
