Hello @Stug. My apologies for the inconvenience.

 

Could you try lowering the happiness of your Budew and Cleffa by having them faint against a wild Pokémon then maxing out their happiness once more?

Remember that Budew also requires Daytime to evolve, while Cleffa does not have a time requirement.
