So i know that Berries respawn every 3 days, EV-reducing ones respawn every 4 days, but do the same berries respawn at the same place every time? I.E. should I keep track of which berries grow where?

The berries do not change location where you took a lum berry will have another lum berry after the time of respawn.

The ev reduction berries are in the viridian maze in the viridian of forest in kanto, also a shop in Johto side goldenrold gym to selling the reduction of berries, but can only buy after defeat the pumpkin king in Route 6. ^^

you can also get them from the berry tower and the daily celadon quest

I believe ev reducing berries are also one of the possible rewards from beating the Erika boss in the Viridian maze, she gives you 5 of each type.

Along with everything else that has already been posted, EV-Reducing berries are also some of the new loots that you can receive from headbutting trees.
