Prof oak states I have 145 Kanto native Pokemon, but still can not get the map. Please help 

Hello @Ezforpres.

 

You'll need 146 caught data from Kanto and only the Seen data on Articuno, Zapdos, Moltres, and Mewtwo to proceed with the Mew quest. I'll save you some time and tell you you're missing the caught data for Weezing.

Furthermore, Professor Oak does not give you the Old Sea Map. That is obtained from the Know It All NPC inside the Celadon Office in Celadon City. Here is a guide for the quest if you need it.
