I did not get the marsh badge after winning the fuchsia gym plz fix this bug because without getting marsh badge I can not enter in safari zone.

The Fuchsia Gym gives the Soul Badge. The Saffron a gym gives the Marsh Badge.

 

Please head south of Fuchsia City to Route 19 and speak with the Victor NPC on the beach. He will challenge you to a battle and if you are successful in said challenge, then you will gain access to the Kanto Safari Zone and therefore gain access to the Surf HM. 
The Kanto Safari Zone is located in the northern part of Fuchsia City. After entering, speak with the guards at the entrance and select the 5,000 option. Make your way to Area 3, and in a house there, you can find HM03 Surf.

You can then leave the Safari, teach it to one of your Pokémon, and begin surfing. Do note that if you have a Surf mount, you do not need to teach Surf to one of your Pokémon.
