Can you try speaking to Dr. Neumann inside the Kitchen of the S.S. Anne?

He will ask you to bring a Pecha Berry to Jenson(the NPC you're speaking to). One of which can be found inside one of the trash cans within the kitchen, if you do not already have one in your inventory. After giving Jenson a Pecha Berry, he will tell you to find Blissey in the Ballroom to receive the potion needed to heal the Captain.
