Thank you for taking the time to report this issue and sorry for any inconvenience that it may have caused. This behavior is unintended. Currently, a Pokemon with Poison Touch can poison the opponent through Substitute if it uses a contact move. Our Devs have now resolved this problem and the fix will be pushed to live servers in the near future. You may want to keep an eye on the Update Logs thread, where a list of new fixes and changes is posted on a monthly basis.
