I have met the requirements to do this quest but why is talking to Scientist Rey still not giving me the bell to complete this quest. I don't know if there's anything else I'm missing, but hopefully this post will help me figure out what I'm wondering. thank you

Can you tell me if you’ve made the legendary beasts flee from Bell Tower(the room right above you in the picture)?

Also, have you encountered the legendary beasts in their respective locations?

For reference, Entei is found in Johto Safari Mountain Zone. Raikou is found in Mt. Silver 3F. Suicune is found in Tohjo Falls.

I hit them and finished pokedex in johto. Also, I also completed the quest to capture celebi.

Please share a screenshot of the Bell Tower basement and of the locations the Legendary Beasts were(the places I mentioned earlier).
