Pokémon with an event forms can be encountered in any location the normal counterpart spawns in. In Dratini's case, that would be:

• Safari Exclusive (active Membership required)
• Love Island
• Dragons Den
• Dragons Shrine
• Dragonspiral Tower 6F
• Mt. Coronet 4F (Fishing with Super Rod)

As for Shiny Pokémon, the chance is 1/8192 from wild Pokémon. Third-time boss rewarded Pokémon have a 1/4096 of being Shiny if you select the Shiny option.

Regarding Vulcan Island, that area is only open during the Summer event, so you’ll need to wait until next summer to be able to access it.
