Cresselia quest bug no start after talk with Rowan

After talk Rowan npc in Eternal City i return in Canalave City but Roket Grunt not spown and stop me for try this step for the quest can you fix me this problem?

Can you speak with Sailor Darlow in Canalave City and see if he allows you to go to Fullmoon Island? If he does, proceed with the quest normally.
