In order to obtain any Mega Stone, you first need the Mega Bracelet, which you are yet to obtain. You can get it by doing a quest in Vermilion City Library. Here is a guide if you need one. After getting the Mega Bracelet, speak with Adventurer Cletus again and he should give you the Lucarionite. If you have any further questions, please let me know.
