In order to claim any Mega Stone, you first need to have a Mega Bracelet.

The quest to get the Mega Bracelet can be found in Vermilion City Library. You simply need to show Assistant Theodore a Pokémon with the following conditions:

• Level 100.
• Has your OT.
• Has the ability to mega-evolve.
• Has maximum happiness.
• Has maximum EVs, which is 510. These can be in any stat, as long as it is 510.

Then, once you have the bracelet, you will receive the Salamencite.
