Here I have a quote out of the Happiness Guide for a more specific description: Quote The Pokémon has to reach the max amount of happiness (255) while meeting the other requirements in order to evolve, it does not necessarily require a level up. If your Pokemon already reched max Happiness, you need to lower the Happiness first by letting your Pokémon faint in a wild battle for example, and then rech the max Happiness again. To check a Pokémon's happiness, you can use the command /happy 1 in the in-game chat. You can use a number from 1 to 6, depending on the partyslot you want to investigate.
