They are used to replace cut and rock smash so you don't have to take a hm slave with you ^^

however you have to posses the HM to use thoses items

First of all, welcome to PRO!

 

To answer your specific question... the Tree Axe allows you to cut trees outside of battle without being forced to keep a Pokemon that knows the move on your team. The Pick Axe is the same, except for ROCK SMASH. In order to use these tools, you have to first acquire the HM for cut and the TM for Rock Smash.
