I don't have access to teleport area, I remember doing the quest but not finishing it.

and gone to every pokemon center and I also went to the power plant, I don't remember if I defeated wally.

The guard doesn't let me pass in any pokemon center telling me that I should go to the power plant.

there is nothing in that place.

I talked to Watson and he doesn't tell me anything about the mission.

Can you provide a screenshot of the dialog Wattson gives you?

• When I went to talk to Wattson he challenged me to a fight and then he told me what you see in the dialog, the guard tells me what's in the picture.

 

 

 

What about the Wattson inside New Mauville? 

There is only one npc in New Mauville and it is Boss Lt.Surge, I don't see any other on this site.
