Where map Burring Strait Under water in region?

I need hunt Dhelmise.

I checked there is "Burring Strait Under Water" and "Burring Strait Underwater". These are 2 different maps, 1 is available in Xmas 2020 and 1 can be accessed but don't know the way, please show me the way.

Burring Strait Under Water is not available at the moment, so you cannot hunt Dhelmise. Burring Strait Underwater is available. You can access it from Mistuki Island, where the Keldeo quest is found.

that's pretty confusing, especially considering that there are people who caught dhelmise and make profit off selling its caught data through paid lending.
what is the point in keeping that area unaccessible?

I can see how it is confusing, but the two maps are there for the quest. Sometimes, a quest requires two identical maps, one which becomes unavailable when the quest is complete, after completing a certain part of a quest, or can only be accessed one time during the quest. 

There are many Pokémon that only some people have as they were exclusive to previous limited timed events, such as Wooloo, Falinks, Guzzlord, etc. Exclusive Pokémon, items or skins are a part of the game and will likely remain that way.
