[SOLVED]I seem can't start the kyurem quest

I don't see an old lady standing here as indicated in other guides. I've check guides in forum and youtube guide and they all start here.

After you talk the old lady above you will go here and talk to this man right?

And you need ground type that can learn surf right?

I don't know what to do now. I can't even start or surf

I dont't know why there's no old lady at the start of the quest. I've read that you only need to have Ground-Type with Surf in your party and Hoenn Champion.

As I know the 3 dark type are only used to enter the right part of the island so this is not valid.

Can anyone help me why I can't see the old lady? or where to start the quest?

Nevermind I found the old lady. I strolled around the eindoak town and found out that the guides in the forum and guides in youtube are all outdated.

The old lady is now near the well in eindoak town. I get it why the guides in youtube are outdated but the guides in forum should be updated.
