If it's already lvl 100 and has all its EV points used you can use certain EV reducing berries to, well, reduce the EV's. They can be found around the map and from headbutting tree's.

Yes, just use the berries to get rid of the evs you don't need and replace them with the desired ones. This will work fine :)

All evs need to be 0 you say because it's not work with one

Sadly, sneasel lv100 cannot evolve anymore. It need to hold razor claw and evolve by level up at night time. I am so sorry about your case, however we can not downgrade level or do anything for your case. Next time, you will need to check requirement for evolve before go it to level 100. And also I recommend you evolve it at level 98 for avoiding crash or bug can be happens...
