What have you done before the problem was there?

i think it is because i lost to the rocket guy at the end of the bridge, but now he just vanished and i cant fight him anymore... but the police still blocks the way

 

What have you already tried to solve the problem?

fighted literally everyone i found.... and looked everywhere to find some other around the police guy....
