Hi bro. I don't know what you're supposed to do right now, but I can try to help. I need to ask you a few questions to make a judgment. did you talked with  Wattson?

Let me try to describe the process：

STEP 1: before you come to New Mauville. you talked with Wastton

 

 

STEP 2:  after you beat them. you meet Wattson again. and he wants you to find Plusle and Minum in the facility.

 

 

Plusle is here

 

Minum is here

 

 

 

STEP3: After you find it all. talk with Wattson.  and he want you go to the Mauville PC.talk with the Security Officer

 

 

Do you remember what you did? ^^

We have now fixed the issue. You can now speak to Wattson who will task you with installing a program on the computer on three of the following cities in the spoiler. The ones where you need to install it, is random.

Cities to try installing the Program at

• Oldale Town
• Petalburg City
• Rustboro City
• Dewford Town
• Slateport City
• Mauville City
• Verdanturf Town
• Lavaridge Town
• Fallarbor Town
• Fortree City
• Lilycove City
• Mossdeep City
• Sootopolis City
• Pacifidlog Town
• Ever Grande City

 

Once you get all three of them installed, Wally will appear at the left of the Transmat station for battle. Upon defeating him you will be teleported back to Wattson in New Mauville, speaking to whom will end the quest.
