Christmas event area Mt. Crumpit no surf area(area found) just well hidden

there seems to be Pokémon namely _ buzuil, magicarp, psyduck, sealeo, spheal, "squirtle", tentacool that are completely uncatchble via a accesable surf area in mt. crumpit is this an error?

Like Norex said there is indeed water on this map make sure you keep on searching.
