Hello @Dankcat. My apologies for the late response.

 

Whimsicott is able to learn the move Switcheroo via the Egg Move tutor found inside every Daycare. In order to unlock the daycares, you will need to defeat Naero boss inside Cerulean Cave under any difficulty. Note that each move learned through the Egg Move tutor will cost 10k.
