To answer your question here, once you place a bid you must have those funds readily available on that account until the auction ends or until you are outbid. as stated in our Auction Rules

Once you are outbid you are no longer required to hold those funds, in the rare case that a winning bid is false and you happen to be the runner up, you are not obligated to honor your bid as a runner up. also stated in our Auction Rules
