I think this were bugged,my scraggy lvl 25 I changed the move (crunch) at NPC in LC area,but when battling NPC the move is gone and instead it has(sand attack) move instead of (crunch) when battling the NPC..... Can anyone explain and clarify this?

After some digging, here is what I have discovered in the Screenshot linked.
 

So it is perfectly normal that the move Crunch was replaced on your Scraggy.
