@Schwaltz Any Rattata with the move Endeavour and Quick Attack (with held item Focus Sash). Mewtwo attacks and Rattata survives 1HP with Focus Sash. Rattata uses Endeavour, now Mewtwo has 1HP. Next turn, use Quick Attack (goes first), Mewtwo faints, you win

I just used Raichu level 72 with next to no IVs. Used Thunder wave first round and used the HM flash til I couldn't affect accuracy anymore. Used Dig til defeated using hyper potions every time I was hit. Only my second attempt at Mewtwo.

A Magnemite with Thunder Wave + its Sturdy ability can help you with that fight, if the Mewtwo is paralyzed you can outspeed it easier and as that Mewtwo is Psychic and Steel type its weak to Fire, Ground, Ghost and Dark type attacks, try it with some Fire type moves from your Charizard.
You could also go the "lucky" route and hope that it stays paralyzed and use the move Curse with a Gastly, you might need some potions for that too though.

 

Regarding training I would recommend the Trainer Tower, you can find it on Route 13 for Kanto.

There is a way to beat the Mewtwo without too much grinding/levelling utilizing the same strategy. A Magnemite + thunder wave + sturdy ability is crucial, all you need next is juz a Timid nature Gengar with destiny bond learned at lvl 54. When the Mewtwo one shotted my Gengar it took the Mewtwo down with it 😄
