Norex Posted July 16 Share Posted July 16 Eevee evolves, its not a different form while Rotom doesnt evolve and only changes its form. The Species clause is designed so that you cannot have 2 of the same Pokemon in one team. How this is determined is National pokedex number. The Rotom Appliances share the same National pokedex number (#479 I believe). While the Eeveelutions all have different dex numbers allowing them to be used on the same team with each other. I hope this clears up any confusion you may have with your PVP team building journey.
