Edit: A bigger screenshot, where we can actually see weather you do, or don't have membership would be helpful.

That NPC is a MS shop, not the NPC that gives you the rod.

you are talking to the wrong NPC, the guy that sells super rod is next to the wall at left of the room, looks like a scientist

Here is information for fishing rod:

Old rod in Vermillion City, old man in the building next to the eevee evo house

Good rod buy it for 15k in Fuchsia City

Super rod buy it 75k in Johto in Olivine City, need good rod first
