This route is south of Blackthorn City. I'm trying to catch Finneon and Kingdra in this area, but I've looked all over the map and can't find any passage that allows you to go down from Route 45 to the river that runs through the middle. I know you can surf there because the game shows you the Pokemon that can be caught through surfing.

 

 

Hey, you cant go in the river but you can use the pond which you can find at the bottom-right of the map.

Please, if it's not an abuse of your good will, friend, print on the map for me where this lake is. I couldn't find it, I explored the entire route 45.
