I tried to do the legendary dogs quest but Suicune was not in Tohjo Falls. Also, I went to Entei in Johto Safari Mountain Zone and when I talked to it I don't think I got the seen data.

Hello @Da1. My apologies for the late response.

 

Could you try going to the Bell Tower in Ecruteak City and making the Legendary Beasts on the 2nd floor flee? After doing that, you should be able to find Suicine at Tohjo Falls and get the seen data to continue the quest.
