You see, at this part of the Quest, when you defeat a Guardian to make the corresponding Legendary Beast spawn, it is sadly only a chance for the Pokémon to spawn after you win the battle. Precisely, you have a 16.6% of the Legendary Beast to spawn after defeating the Guardian, with the 3rd consecutive win against it being a 100% chance to spawn the Legendary Beast. More details can be found here if needed.
