I tested it on 2 other Venusaurs, and the others learn, except for the Venusaur that I want it to learn. You see, Venusaur with Weather Ball was originally an event-exclusive Pokémon from the official Pokémon games (specifically from Generation V games). At that time, the Bulbasaur handed with Weather Ball did not have the hidden Ability Chlorophyll and I believe that is why you cannot teach your specific Venusaur Weather Ball. Venusaurs with Overgrow will be able to learn it, but those with Chlorophyll unfortunately cannot. We hope the information provided will be useful to you.
