I used to think it's difference in lvl but sometimes I'm double the wild pokemon lvl, like 30 and 60 not 1 and 2, and can't escape. I thought it might be speed but sometimes I can't escape, like now I can't escape from Dunsparce lvl 12 with my lvl 39 phanpy.

Exactly, if the wild pokemon's final speed stat is greater than yours, you may not be able to escape from it.

i confirm, its speed! Thats why when you have a macho-brace, you may have some trouble to escape some fights, depending on your lvl, cuz your speed is halved. :)
