I might be wrong but maybe your sync needs to be alive.

Wait nvm. Your repel is working fine. The Barboach is higher than the level of your repel. I just checked wiki. All the Pokémon in that map have higher levels than Swablu so you can't basically repel there.

Hello there @Pebolim Firstly, repel tricking is not bugged. Repels only prevent encounters from Wild Pokemon that are a lower level than the first Pokemon in your party. Some Pokemon in some areas are a higher level than the rest of the Pokemon there; meaning with the correct level Pokemon first in your party, you can avoid encounters from all lowered levelled Pokemon.

 

I think the mistake here is that you may have misunderstood this mechanic. Swablu does not have a repel trick here due to it being at a lower level than the rest of the Pokemon in Hoenn Safari Area 3. Perhaps this guide may be of use to you to properly learn how to Repel Trick
