Having reached Bill's house in Route 25, I completed his quest - I helped him find the book under his pillow, but he did not give me a ticket to the SS Anne.
 

Also, to get to this ship, I need to cut several trees, including to get into Diglett's cave and go down to Routes 5 and 6 to get to the ship. But here's the surreal thing - to cut the tree, I need HM Cut, which I will receive after helping the captain on the SS Anne, which will only be available to me after Bill gives me a [hecking] ticket.
 

I am very angry and ready to abandon the game because of the bugs that prevent me from playing normally

Hello there! @Tetrahidroqsius I apologize for the confusion here. Some items function a little differently here in PRO. In the main series games, the SS ticket was indeed a key item. Though the item may not appear in your backpack, you will still have received it from Bill and be able to gain access to the SS Anne.

 

It is possible to get to Vermilion from Cerulean via Route 5 & 6 without using Cut. Here is a complete walkthrough of the Kanto story, I hope it is useful for you.
