I had that problem with the dowloaded package too.

Try to download the android apk from the pc and then move it to the android device. I don't know why, but sometimes my smartphone fails in the download of the apk of this game.

Do what I just told you and you'll be fine.

also needs to be on 4.4+ parse package errors usually come bacause of incompatible OS, or as someone else said, download is bugged.

For almost case, try to redownload it as your file can be corrupt.
