Hello, I finished the Legendary Birds quest. First I caught Zaptos and secondly Moltres. For the last remaining mystical bird, 100 ice gems and baby +100 IV baby Pokemon are ready, but the ice elder does not continue. After my research, it says that 250 evolution data is required, but it asked for 200+ evolution data for the second mystical bird. I only have 171 evolution data. What are the necessary conditions for the last mystical bird? Thanks in advance.

I'm not 100% sure if the requirements were lowered, but you would need:

-100 ice gems;
-Smoochum with 140+ IV's;
-335 evolution data;
-600 caught data;

Those are the requirements according to PRO Wiki.
