Long time ago, i finished the teleport quest. Now, Im going to do latias / latios quest but this room was be blocked by 2 npcs a team magma and a team aqua grunt that are non interactable. Help me pls

A fix was placed on your issue. It should work now after exiting and re-entering New Mauville. Please try that and let me know if the problem persists or not.
