Hello there, thanks for creating this thread. in PRO there are many ways to Level UP your Pokemons, and one of the ways is to defeat other wild Pokemons, which you are currently doing; however, this is not the most effective way. A common way to Level UP is to defeat the NPC Trainers throughout the region you are in, Copycats which are located near the Gyms and battling Gym Leaders you already defeated, they give higher exp than your current strategy, note that there is a cooldown for each of these methods.

Players often advise to focus on Levelling 2 to 3 key Pokemons to complete the region, the most common being Gyarados, which you have, rather than the entire team, so it will require less time.

Moreover, Trainer Tower is another method which can be used to Level UP faster, however this is not accessable for you yet as its in Route 13 and you will need to obtain the Rainbow badge first. I have attached a guide which is extremely helpful to find out how this mechanism works.

Hope my response has helped you with your query and I wish you the best!
