You can learn shell smash as an egg move or pre evolution. You'll need to get it taught through the daycare. It will cost 15,000 pokedollars from the NPC.

As @Biwakkit stated, shell smash can be learned via the pre-evolution move tutor in the daycare for $15,000. Access to the daycare is unlocked after defeating Naero in Cerulean Cave B1F. Because of this requirement, there is a natural requirement of completion of the Cerulean Cave quest.

 

A daycare can be found in each region in the following locations:

  • Route 5 (Kanto)
  • Route 34 (Johto)
  • Route 117 (Hoenn)
  • Solaceon Town (Sinnoh)
  • Four Island (Sevii Islands)
