I'm in mauville city and after speaking with the security guard, there aren't NPCs in new mauville / power plant. In the power plant, there are 2 electrified barriers and i'm stucked... Do i have to unlock kanto subway to start hoenn teleport quest ? Is it a bug or i'm missing something to unlock the teleport quest ?
