Many players practice different teams and strategies at Showdown before they implement them in PRO for their "normal" PvP matches. Now maybe you get part of my point and why it should be in PRO? Also perfect IVs Pokemon are like genned Pokemon which is a very controversial topic, and I'm personally against genned Pokemon. People should fight with what they have, either caught or bought or lended worse case scenario. It is a legit Pokemon and not a fake one. Having a legit good IVs Pokemon in your possession is also a result of skill issues and not just a matter of time. I could argue that Showdown is a place where it needs less real PvP skills because it is easier to manipulate and exploit it to win using things like damage calculator, while that isn't the deal in PRO. For verification like you said, when people enter to the tournament should be counted reliable and their verification legit. But you could just add that both parties directly screenshot their matches or record their game while they do their PvP matches. We are in 2025 and not in 2005 where something like that wasn't possible or easy. Another solution if there was a indication of something not being done according to rules, you could just ask staff to check for you. The only point I give you is about the different servers. But.. after registrations are over you could see how many are registered from each server and try to make it either like a cup, so not everyone would need to fight everyone but rather x battles to get to the next stage and so people from each server fight their opponents from the same server untill they proceed to final steps. People change servers for less important reasons. Anyways, that's just my humble opinion.
