I talked to the security officer at a hoenn pokecenter and he said “ I’d advise speaking to power plant site manager, as it seems to be an electrical shortage for the system”

      I then went to new mauville but didn’t see Wattson or manga/aqua leader. I walked inside and I didn’t see any guards just the electric barriers. 
 

any way to resolve this issue? I’m already the hoenn champion n completed sinnoh already

The first objective you need to do at this point is reach the main computer. This computer is in the north-eastern room. The barriers that are up can be disabled through defeating the Grunts that are in the area.

 

If you do not see any grunts can you provide screenshots of all the rooms that you are able to access?
