I have read a few guides about this and it seem that there should be some aqua grunts here for me to beat to disable the barriers, but i don't see any. Am I doing something wrong here, or did i miss any step in the quest? Please help! When you surfed on route 110 to New Mauville, do you encounter the NPC Watson before you head down the stairs? I talked to Watson and started the quest successfully, thank you and sorry for asking without proper research.
