Once you finish assisting Bill you will need to make your way to Vermillion City. Once you arrive in Vermillion City, make your way to the pier and go to the very end. There will be a pair of sailors who will allow access to the S.S. Anne. I hope this information helps and I look forward to hearing of your successful progression.
