Hello, I followed the prerequisite quests to obtain the Dragon Medallion (149 seen, 200k pay) to unlock Cerulean Cave / Dragon's Den B1F but I cannot proceed. Upon surfing through Dragon's Den towards B1F, the guards stop me and say "No ! I said no, you are not allowed !"

 

I went back to the questgivers to see if there was something I missed, but they tell me they have nothing else for me. Am I missing something?

I apologize for the inconvenience. As @Mysticwind said, you will need to go to the ladder and the next step is to fight Dragonite.
