I cannot access Shamouti Island anymore. I have already started the quest before, 
but Sailor Sam no longer allows me to travel there. Please check and reset my quest flags.

I apologize for the inconvenience. The Legendary Bird Quest and accessible areas with that quest (Shamouti Island) are locked behind the requirements of having all Generation 1 (Kanto) non-legendary caught data. This change to the Legendary Bird quest can been seen in the Content Change Logs for June 2025.

 

With that being said, it appears that you are missing the caught data for Ninetales. I recommend acquiring that caught data and trying to access Shamouti Island again.
